Amendements to the Canada Occupational Health and Safety Regulations (Hazard Prevention Program, Part XIX)
The amended regulations were approved on November 22, 2004, and appear in the November 27, 2004, edition of the Canada Gazette Part I (see volume 138, no 48, pages 3470 to 3477). The driving force for these proposed new regulations is a provision in the September 2000 amendments to Part II of the Canada Labour Code, requiring federally regulated employers to develop a prescribed program for the prevention of hazards in the work place. This is consistent with the principles of hazard identification, assessment and control, which govern management of safety and health in the workplace.

Before the 2000 amendments, there was no clear requirement for the employer to implement a program to prevent accidents and injuries in the work place, although the purpose of the Code is to prevent them. The employer will now have to analyze the work environment to identify what could cause an unsafe condition and implement measures to prevent this from occurring. New CSA Lock-out Standard
The COHSR already require procedures for lockout before any work is done on or near hazardous equipment or installations. The first edition of CSA-Z460 “Control of Hazardous Energy - Lockout and Other Methods” is currently in development and once released will provide specific requirements for Lockout of all industrial machinery and processes.

HRDSC inspectors typically refer to CSA standards during their facility inspections or when performing an accident investigation. Therefore, compliance with the new CSA-Z460 is strongly recommended to avoid future non-compliance issues with HRDSC inspectors. Requirements of the standard include:

  • Written lockout program & training; Machine specific lockout procedures;
  • Documented hazard & risk assessments; Labeling of energy isolating devices;
  • Compliance; Auditing and many more specific requirements.
