As many of our dedicated readers and clients already know, REA has been established in the Ottawa area for over five years. However, we are happy to announce that we have recently relocated to our newly renovated office and training facility in Ottawa South. We look forward to welcoming returning and new clients at 30 Concourse Gate, Suite 110 (just off of Colonnade Road South). We would also like to take the opportunity to announce that Jennifer Richardson (REA-Ottawa) was married in October of 2003. HRSDC: Human Resources and Skill Development Canada
Human Resource Development Canada (HRDC) has also undergone a change in name and is now called Human Resources and Skills Development Canada (HRSDC). Despite this change, Occupational Health and Safety can still be found under the Labour Program on HRSDC’s website at http://www.hrsdc.gc.ca/en/gateways/topics/oxs-gxr.shtml.

The information available on HRSDC’s website include links to federal OHS legislation, labour program directives and interpretations, policies, and guidelines for a number of OHS topics.

An interpretive documents of interest includes the Operations Program Directives (OPDs) / Interpretation, Policies and Guidelines (IPGs) on training for supervisors. This document was last revised in November of 2000 and provides an guidance for the training specified under s.124(1)(z) of the Canada Labour Code, Part II.

Under s.124(1)(z) the Employer is responsible for providing OHS instruction and training to employees who have managerial or supervisory responsibilities. Specifically, these persons are expected to be trained and informed of:

  • of their responsibilities in safe work practices and procedures, including any procedures, plans, policies or programs that the employer is required to develop pursuant to the Code, or any regulations made pursuant to the Code;
  • the duties of the employer and employees;
  • the three basic rights of employees, and procedures required by the Code (i.e. the proper steps to follow in cases of refusal to work, the internal complaint resolution procedure, etc.); and
  • the requirements prescribed by the Code (i.e., the obligation to report and investigate hazardous occurrences under Part XV of the COHSR).

The document also addresses how extensive training should be, the expected timeframe to comply with s.125(1)(z) and the need to ensure that the training is provided by a “qualified personnel”. REA’s “Canada Labour Code, Part II - OHS for Managers & Supervisors” course meets these criteria to aid federally-regulated employers meet their responsibilities under section 124(1)(z).
