Course Updates
OHSAS 18001 – OHS Management System - New Course Date!
An additional course date has been added for REA's OHSAS 18001 3-day Implementation Course. OHSAS 18001 se is the latest in management system specifications and is designed to provide a framework to manage occupational health and safety in the workplace. REA is providing a 3-day implementation session on August 7 - 8, 2002 in Kitchener for those who are interested in finding out how to successfully implement OHSAS 18001. Participants are encouraged to bring their workplace policies and procedures for the applications and assessment section of the course to gain a better understanding of the particulars of the specification. Legislation Update
Construction Projects Regulation (O.Reg.213/91) - Fall-Arrest Training
As of June 12, 2002, workers who are required to use a fall protection system must be adequately trained in its use and given adequate oral and written instrutions by a competent person. One of the other references to a "competent" person in occupational health and safety legislation in Ontario is with regards to a supervisor under the Occupational Health and Safety Act - "An employer shall ensure when appointing a supervisor, appoint a competent person".

The definition of "competent" under the Act is a person who (a) is qualified because of knowledge, training and experience to organize the work and its performance, (b) is familiar with the Act and regulations that apply to the work, and (c) has knowledge of any potential or actual danger to health or safety in the workplace.

Regulation Respecting Exposure to Biological or Chemical Agents (O.Reg.833) - Gluteraldehyde
Gluteraldehyde is a liquid disinfectant that is used in a variety of workplaces. The most common uses of gluteraldehyde are in medical settings for sterilization of medical equipment and embalming or fixing tissue samples. Gluteraldehyde is very effective at killing live organisms and spores but as a result has adverse effects on humans - it is a known respiratory and skin sensitizer. In September, Ontario's Ministry of Labour proposed to lower gluteraldehyde's ceiling exposure value (CEV) from 0.2 parts per million to 0.05 parts per million. This new CEV came into effect as of June 30, 2002.

"Competent Person" means a person who, (a) is qualified because of knowledge, training and experience to organize the work and its performance, (b) is familiar with the OH&S Act and the regulations that apply to the work, and (c) has knowledge of any potential or actual danger to health or safety in the workplace. (s.1, OH&S Act) • an employer shall, (c) when appointing a supervisor, appoint a competent person (s. 25(2)(c), OH&S Act) • "Supervisor" means a person who has charge over a workplace or authority over a worker (s.1, OH&S Act) • Every director and every officer of a corporation shall take all reasonable care to ensure that the corporation complies with, (a) this Act and regulations...(s.32, OH&S Act) • The Ministry of Labour has successfully prosecuted for failing to appoint competent person when appointing a supervisor, and has made supervisory OH&S competence an enforcement priority.

An employer must only appoint "Competent Persons" as supervisors. The OH&S Act and regulations as require on "Competent Persons" or "Competent Workers" to operate cranes, assemble scaffolds, inspect formwork and falsework, test for hazardous conditions, act as a signaller, operate mobile equipment, as well as carry out a variety of other activities. Ensuring compliance with these duties is recognized as an important element in demonstrating due diligence.

This course is designed to help employers meet their statutory duties relating to "competent" personnel by: (1) improving learner familiarity with the Act and regulations that apply to their work; (2) developing learner skills in identifying and evaluating actual and potential dangers in the work on an ongoing basis; and (3) setting out the steps for building competency for assurance into an organization’s human resources and safety management systems.

Under Ontario's Occupational Health and Safety Act and regulations, a "constructor" must ensure that every employer and every worker performing work on a construction project complies with health and safety laws. Enforcement and case law has shown that many employers are unaware of the duties they may have as "constructors".

Ontario’s Occupational Health and Safety Act (OSHA) requires every workplace Joint Health and Safety Committee (JHSC) to have at least two "Certified Members". Joint Health and Safety Committee Member Certification is a 2-step process requiring successful completion of Part 1 (Basic) and Part 2 (Workplace-Specific or Sector-Specific Hazard Training). 

REA's JHSC Part 1 (Basic) certification course is approved by the Ontario Workplace Safety and Insurance Board (WSIB) for basic certification of committee members. Through lectures, exercises, case studies and group discussions, this course provides learners with the essential skills and knowledge needed to work effectively as key members of JHSCs.

Employers of participants seeking Part 2 Certification are expected to conduct a hazard assessment to determine the "significant hazards" present at their workplace and to train prospective certified members in those hazards.  Upon completion of training, participants must submit a completed copy of the Workplace-Spepcific Hazard Training Confirmation Form to WSIB for final certification.

REA has developed and currently provides three Part 2 Certification courses in accordance with the mandated requirements set out by WSIB's Certification Training Program Standard.
