Training Services and Much More ...
Resource Environmental Associates (REA) is an environmental health and safety (EHS) firm providing consulting services and occupational health and safety training (see sidebar).

REA was first established in 1990 in Toronto. Over the past decade our list of clients has increased substantially and, in response, we have expanded our operations to become nation-wide. REA now has offices located in Vancouver, Hamilton, Ottawa and Toronto.

Although our clients are familiar with our training services, many course participants do not realize that all of our instructors are also full-time industrial hygiene consultants as well. All of our instructors have graduate degrees in industrial hygiene, substantial experience in the field, and / or engineering degrees and provide consulting services to our clients. We believe that the instructor’s formal education and experience in the field provides training participants with the most knowledgeable and informative teachers available on the market. We are capable of providing services in both English and French.

Some key projects that we are currently involved with include:

  • Industrial Hygiene Field and Analytical Services with the Ontario Ministry of Labour (MOL) – REA has been contracted by the MOL to provide industrial hygiene field and analytical services and as such are called into workplaces to perform air sampling. REA also provides asbestos analytical services to MOL. To find out more about REA’s capabilities to provide your workplace with hygiene and asbestos analytical services, please contact Robert Stoyanoff at the Toronto office.
  • Asbestos Surveys and Training – REA has had long-standing relationships with many municipalities and industrial workplaces to conduct asbestos surveys (periodically and annually) in occupied workplaces. In addition to surveys, REA also provides analytical services and orientation training to workers who may work with or around asbestos to help them protect themselves and the people they work with. Alex Safronsky, our service contact for asbestos-related work and can be contacted at the Toronto office.
  • Encasement - For those buildings that have sprayed-on asbestos insulation, there is a new alternative asbestos control method gaining popularity in North America – “encasement”. Encasement is the application of a semi-solid polymer over the existing asbestos substrate (basically, an insulation for the fireproofing). REA is the technical agent for the application of this product in Canada. For more information on encasement, contact Alex Safronsky or Vince Germanese at the Toronto office.

"Competent Person" means a person who, (a) is qualified because of knowledge, training and experience to organize the work and its performance, (b) is familiar with the OH&S Act and the regulations that apply to the work, and (c) has knowledge of any potential or actual danger to health or safety in the workplace. (s.1, OH&S Act) • an employer shall, (c) when appointing a supervisor, appoint a competent person (s. 25(2)(c), OH&S Act) • "Supervisor" means a person who has charge over a workplace or authority over a worker (s.1, OH&S Act) • Every director and every officer of a corporation shall take all reasonable care to ensure that the corporation complies with, (a) this Act and regulations...(s.32, OH&S Act) • The Ministry of Labour has successfully prosecuted for failing to appoint competent person when appointing a supervisor, and has made supervisory OH&S competence an enforcement priority.

An employer must only appoint "Competent Persons" as supervisors. The OH&S Act and regulations as require on "Competent Persons" or "Competent Workers" to operate cranes, assemble scaffolds, inspect formwork and falsework, test for hazardous conditions, act as a signaller, operate mobile equipment, as well as carry out a variety of other activities. Ensuring compliance with these duties is recognized as an important element in demonstrating due diligence.

This course is designed to help employers meet their statutory duties relating to "competent" personnel by: (1) improving learner familiarity with the Act and regulations that apply to their work; (2) developing learner skills in identifying and evaluating actual and potential dangers in the work on an ongoing basis; and (3) setting out the steps for building competency for assurance into an organization’s human resources and safety management systems.

Under Ontario's Occupational Health and Safety Act and regulations, a "constructor" must ensure that every employer and every worker performing work on a construction project complies with health and safety laws. Enforcement and case law has shown that many employers are unaware of the duties they may have as "constructors".

Ontario’s Occupational Health and Safety Act (OSHA) requires every workplace Joint Health and Safety Committee (JHSC) to have at least two "Certified Members". Joint Health and Safety Committee Member Certification is a 2-step process requiring successful completion of Part 1 (Basic) and Part 2 (Workplace-Specific or Sector-Specific Hazard Training). 

REA's JHSC Part 1 (Basic) certification course is approved by the Ontario Workplace Safety and Insurance Board (WSIB) for basic certification of committee members. Through lectures, exercises, case studies and group discussions, this course provides learners with the essential skills and knowledge needed to work effectively as key members of JHSCs.

Employers of participants seeking Part 2 Certification are expected to conduct a hazard assessment to determine the "significant hazards" present at their workplace and to train prospective certified members in those hazards.  Upon completion of training, participants must submit a completed copy of the Workplace-Spepcific Hazard Training Confirmation Form to WSIB for final certification.

REA has developed and currently provides three Part 2 Certification courses in accordance with the mandated requirements set out by WSIB's Certification Training Program Standard.
