B.C. News

New WCB Division Established
In 2001, more than a third of the work-related fatalities that occurred in BC were a result of occupational disease. The number of work-related deaths caused by disease has been slowly increasing over the past couple of decades. In light of these facts, the WCB has recently established the Occupational Disease Prevention Services Section. Its mandate is to “evaluate the risk of occupational disease to workers in BC and assist the WCB Prevention Division to implement strategies to minimize that risk”. They are also responsible for establishing occupation-based worker exposure matrices for target agents identified through occupational disease trends. Eventually, this division will have a say in future revisions to the OHS Regulations and occupational exposure limits. Sawmill Health and Safety Resource Tool
Despite the recent closings of some lumber yards, there is still a significant number of British Columbians working in the forestry industry. Although there may be fears about job stability and economic factors affecting the industry, sawmill workers must remind themselves that their workplace is one of the most dangerous. There are plenty of health and safety hazards found at sawmills. This includes machine hazards, eye hazards, working alone, and wood dust (which can cause respiratory diseases). To help better educate sawmill workers, the Occupational Safety and Health Administration (OSHA) in the United States has developed a new free web-based resource. OHS Regulation Amendments
It has been in the works for a couple of years now but changes to the OHS Regulations should be in effect by the end of this year. One of the biggest changes is to consolidate the Occupational Health and Safety Regulations into one document. This will mean less redundancy and will make the legislation a more practical reference tool. In addition, the Workplace Health & Safety division has established that the regulations will expire every five years and must be reviewed at that time. For more information regarding the impending changes, please visit Alberta’s Workplace Health and Safety website at www.whs.gov.ab.ca.

New Occupational Exposure Limits
One of the changes to the OHS Regulations is that there will be new Occupational Exposure Limits (OELs). An OEL is the maximum airborne concentration of a chemical that a worker can be exposed to in the workplace. In the existing Chemical Hazards Regulation, the OELs are listed under Schedule 1. The new regulation will adopt the limits established in the 1999 version of the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLVs) guidelines. A quick comparison indicates that some of the TLVs differ from the OELs currently found in the Chemical Hazards Regulation. New International Standard: OHSAS 18001 – OHS Management System

In the absence of an ISO Standard for occupational health and safety management systems, progressive employers around the globe have been adopting British Standards Institute OHSAS 18001 – the Occupational Health and Safety Management Systems Specification. The OHSAS specification will enable an organization to control its OHS risks and improve its performance. OHSAS 18001 was developed to be compatible with the ISO 9001 (Quality) and ISO 14001 (Environmental) management standards. REA is providing a 1-day awareness session on August 15, 2002 in Burnaby. By the end of the day, participants will understand the intent, content and applicability of this management system.

In the asbsence of an ISO standard to occupational health and safety management systems, progressive employers around the globe have been adopting British Standards Insitute OHSAS 18001 - The Occupational Health and Safety Management Systems Specifciation. In response, REA has developed two courses designed to help employers wishing to adopt this OHS Management System:
  • OHSAS 18001 - 1-day Awareness Course
  • OHSAS 18001 - 3-day Implementation Course

The 1-day Awareness Course is designed for participants who would like to find out if OHSAS is a management system that would benefit their workplace. The course provides an overview of OHSAS 18001 requirements - OHS management system elements, general requirements, OH policy, planning, implementation and operation, checking and corrective action, and management review - and by the end of the course understand the intent, content, and applicability of this management system.

The 3-day Implementation Course will provide those participants who have decided to implement OHSAS 18001 the tools and knowledge to effectively assess / develop / consolidate their existing management system to conform with OHSAS 18001. In addition to covering the essentials of the specification, participants will understand practical ways of integrating OHSAS 18001 with Canadian Occupational Health and Safety statutory and regulatory requirements, and the relationship between OHSAS 18001, ISO 14001 and ISO 9001 is also covered.
